Do you mean that you call SQL stored procedure 20 times from your code?
In this case, after every call to the stored procedure increment progress bar position and call DoEvents function.
Suppose you have progress bat with Min = 1, Max = 20:

' call SQL stored procedure...
ProgressBar1.Value = ProgressBar1.Value + 1
DoEvents            ' here progress bar is redrawn
