Can not download Crystal report 9.0  activeX viewer to Client

if you can fix this problem, please email to me.
 
Can not download Crystal report 9.0  activeX viewer to Client using Windows 98 OS although I have config sercurity setting in Internet Option allow download ActiveX. I used IE6.0.
In client, I have never used privious version of Crystal report ActiveX viewer.

In IIS 5.0, I have a virtual directory VIEWER9 reference to C:\Program Files\Common Files\Crystal Decisions\2.0\crystalreportviewers. But when I browse my ASP appliction in web browser under Windows 98 just only displayed red "X" on top-left corner of browser window.
 I also read some documents about this problem but I can not configed. Who can help me to fix this problem.

Under windows 2k or XP. Crystal report viewer have not this problem.
