Create an extra detail section (Db) and move the existing detail line contents into it.
Copy the page header stuff into the new detail line(Da).(not Move)

Add a running total field which counts any field in the detail line.Accept all defaults.  Put this in the detail line and suppress it.

Format the Da section. Add a conditional suppression formula  which says:
Rtotal0 mod 20 <> 0

(assuming your running total is called Rtotal0).
