Print Management software

Hi guys,
I am planning to use a print management software for my department. Mainly to monitor who is printing , and to assign limits on the number a user can print.
As usual i need some expert's ideas.

Are there any freeware software that i can use?? and how much i can get the similar result usign W2K feautures.
