OS setup problem

Hi in win98 when i reinstall windows a blue screen comes up at the last part of the install.It says"A fatal exception OE has occurred at 0028:C0005338 in VXD VMM(01)+0000 4338.The current applicaion will be terminated."This always comes up for win98,2000,and XP

P.S. : I changed the hard drive and the problem still comes up.
