Have you installed MinGW as stated on csgl homepage?

gnu makefile can be run vith "make" command. For detailed description see http://www.mingw.org/mingwfaq.shtml#faq-Makefile

$ make -f GNUmakefile
# create dirs & populate
mkdir -p bin/filters
mkdir -p bin/doc
cp resources/doc/* bin/doc
#
# create resources
cd resources && ResBuilder res.editor res.viewer
/bin/sh.exe: ResBuilder: command not found
