Data Masking

Can anyone suggest / recommend any Data Masking / Scrambling tools that are out there ( with reasonable business success ) .
I need something to mask some client sensitive data ( eg : Soc.Sec#, Name , Phone # etc ) stored in a Sybase d/b. The tool should replace the original text with something meaningful eg : "Frank Smith" with let us say "Gary Shadyack" and consistently maintain referential integrity
across other tables. Any thoughts on scrambling algorithms are also appreciated.
