The C++ builder is not free. But the compiler Borland C++ 5.5 can be downloaded from the website

builder or compiler, doesn't matter, only want to code the programs and test them, i know there are free programs wich do this, but don't know them :)

in addition to the Borland one you can install on windows cygwin allowing the use of gcc.
