First, that server must have Oracle installed
Second, you must copy {oracle dir}\bin\oci.dll to same directory of php.exe or phpisapi.dll
like this C:\php\oci.dll or C:\php\sapi\oci.dll
Third, make sure php.ini -> extension_dir = "C:\php\extensions"
Final, if you use isapi module, you must restart IIS or apache

PS: no need to copy php_oci.dll to win32 folder
message " unable to load dynamic library '/php_oci.dll' the specifiect procedure could not be found"
it tell you, it can't find up-to-date oci.dll from your path environment so it unable to load php_oci.dll
