blocked senders continue to get thru blocked senders list?

Hello all,
In the latest version of MS Office/Outlook I am using the blocked senders list to try and reduce the spam that lands on my desktop every day. I have checked the options button that sets the security level to "High" in the Junk Mail button. Over the last few weeks I have built a sizable senders blocked list that works on some of the mail. However there are a few senders that continue to arrive in the InBox, even though they are on the list. I have looked at the headers and the addresses appear to be the same as the blocked list.

Is anyone else experiencing this trouble?

Also along the same line, the High Security setting is not doing a good job of finding the Viagra and body part enlargement spams which are so plentiful. Anyone know how to tweek this filter?

I'm on a POP3 server.  

I think I saw that you can import a known spam senders list in this version. Maybe that would help catch more of it.

I have added regular email accounts that I know are not spoofed and they get by the blocked senders list filter. MS claims to be interested in controlling spam but after testing the rules, it is easy to get around the strict requirement for case sensitive usage on every letter. For example if you block Viagra, viagra will get through along with any other combination of upper/lower case letters or spaces.
