is it possible to run windows setup from another system for other system that has no cd rom.

there are 100 ways of doing such a thing.

Step 1. If you created a boot disk where your Boot disk runs DHCP and then get an IP address.
Step 2. Drive Image a clon of another PC but the must be 100 % alike
Step 3. or you could make a Unattanded install via the IP-Address.
