I need to know how to make a chat program. Ive tried but i have know idea where to start. I want to be able to allow the users to chat with eachother. Any help with be appreciated.

You could download the DirectX SDK and take a look at DirectPlay. It has all the functions to connect clients to hosts and send network packets (which can contain the chat messages). The SDK also comes with several chat-program examples, so it's up to you to add functionality to those examples or start from scratch.
