How to increase the amount of space an email user can have?

How can I increase the amount of space that an email user has?  I would like to know how to do this on a person to person basis.

5.5 - With the Exchange admin program - properties --> limits

2000 - Active Directory Users and Computers --> Properties --> Exchange General --> Storage Limits
