Can't get a handle on how to handle frames and resolution...can someone help?

I am developing in 800x600.
I have a 3-frame page.
When I get everything set the way I like it and flip over to 1024x768 everything goes to hell.
I have white spaces between my graphics in the lower and uppper frames etc.
Can someone outline some steps I can follow to be sure that all things remain equal in 800x600 and 1024x768 modes if possible?

think you may be able to see what I mean if you can get to my test site.

set up for 600x800 and look at Consumer Productsa and Foodservice.
Then switch to 1024x768 and do the same.
Infact all you have to do is reduce your browser size to see how things squish together.
Things are not equal.

If you're referring to the top banner - change the framset code to:
<frameset rows="87,*">

In other words, don't use 20%, because 20% of 600 is quite different than 20% of 768...
