D3D8.DLL is missing

My friend cannot play Morrowind.  When he tries to start it up, he gets a message stating the D3D8.DLL file is missing.

System specs:
•HP Pavillion 7950
•Athlon 1200
•256MBs PC-133 SDR ram
•nVidia GeForce TNT M64 32MB video card
•bunchaIDEdrivesandstuff
•Windows ME

I think the main thing to note is the video card and the OS.  Could I have some links?  He has broadband 'net access, so big files are not a problem.  Should he reformat?  He just did that a bit ago.  He has Ad Aware and the free version of Kazaa...  He defragments and does scandisk, but I'm not sure about file system checking.  Anyway, what's the problem?  Was there a file copying program?

Does the file have a suffix like .so.rdf, or something?  I'm confused...  However, I'm grateful for your extremely fast response time.  Thank you very much.

That is the extension of the of the downloading file.  Once open, it will be a dll file.
Could you type out the name of the file I should download, please?  There are a few D3D8.DLL files.  Only one has a short suffix.  I'm guessing I should use more reasoning...
I tried to download the first one on the list and I couldn't open the website.  I have Yahoo messenger and AOL messenger.  Could you send me the file?  Should I wait a bit?

Are you still able to download the file?  Are you able to use install it and make it work?
I'm still trying, and it's impossible to get to the file with either IE or Netscape.  Therefore, it's a server problem.  There are no HTML errors as far as I can see...  Sorry to keep you waiting.

Thank you.  How do I install this onto my friend's PC once I have it on a CD?
Put the file in C:\Windows\System

Then click on Start > Run and type regsvr32 d3d8.dll  and hit OK. This will register the file in Windows.
