I have a site running Oracle 8i running under AIX 4.3 They are using Sage (Tetra) CS/3 with this and are getting the following error

ORA-12223: TNS:internal limit restriction exceeded.

This appears to require tuning of the database/op sys parameters, but I can't establish exactly which parameters/files require amendment. Help!

I suggest you check your sqlnet.log file for any OS errors. The most common cause of this is that some OS resource is low. I would check the swap space.

This is from metalink, I think it's exactly what you look for:

fact: AIX-Based Systems
symptom: TNS-12223 / ORA-12223: TNS:internal limit restriction exceeded
symptom: 0403-030
cause: These kernel parameter are probably too low.

fix:

Adjust the following parameters as deemed appropriate by on-site DBAs and
System Administrators:
      processes (init.ora parameter)
      maxuprc (kernel parameter)
      uproc (kernel parameter)
