Installation of DBI and DBD Oracle

Hello everybody
Since I have just started programming in Perl , I have some doubts
Where do I put the installation files DBI and DBD for oracle ?????
and as far as using those two modules
is it startup.pl script where I make the connection?????

you can either put them in the official perl installation on your machine. If you compiled these modules yourself, a simple "make install" does the trick. And it's the simplest and best solution.

Else, you can put them anywhere you want, and write:
   use lib "/my/directory/where/DBD_and_DBI_reside";
to be access these.

For the second question about "startup.pl" I'm not sure I understand what you mean... (But I only used DBI once, some time ago, so it's probably me ;-)

you do not make the databse connection instartup.pl, usually.
In your script you get a database handle like:
  my $dbh = DBI->connect(....);
