API for Validating User

Which API can I call from VB code that would let me validate a user ID against windows users. The only validation I need to perform is based on a ID, I need to verify that the user exists as a windows/domain user. Here is the information I would have to pass as parameters:

- Domain Name
- User ID

Just need to validate that a user is a valid user on this domain - w/o the password.
