Unable to access Internet Options in Windows XP Home/Explorer 6, saying I need to contact the administrator.

If you have SpyBot search and destory installed it is probably this:

Also you should check you are currently an administrator, but looking in control panel, users.

Thanks for offering a solution. I do not have SpyBot on my system and I am currently identified as the administrator with full rights.  Any other ideas?

Way to go!  That solution finally worked.  I tried searching for the same many times but never found this solution at Microsoft.  Thanks again for making my life easier.
