If I choose "draw table" can I really put it where I want...doesn't seem so

I have a FP page.
I select "Draw Table"
I drag upper left to lower right in a certain part of the screen.
When I let go, the outline seems to "snap" to certain areas.
Can I make it go just to where I need it and have it stay there??

Not initially, because FrontPage will snap the table to either the left, center, or right of the screen. Once the table is created, then you can modify the position of the table accordingly in the div that's automatically created around it, by setting it's position property:
Right click > Table Properties > Style > Format > Position
