web site monitor tool

Good day everyone,
Does anybody know freeware tool (windows or java) to monitor remote web server availability (up/down time) that sends e-mail in case of downtime (of course if internet goes down on machine where tool resides, nothing should be sent)

There should be some free ones in there, if not try a search on Google, I know I used a free one a while ago, can;t remember the name though.
