Preventing User Hacks

Hi I was wondering if you could offer any suggestions as to what tweaks I could deploy on an Windows XP Pro RIS image that I could achieve the following requirements: need to prevent users from the following: system files, SAM file, installing programs without Administrators permission, and anything else you can think of as far as restricted areas for users would be a big help. Trying to prevent the usual hacks.
