Block Ctrl-ESC in Win

Hi,

I need to block Ctrl-ESC in Windows (No Start Menu pop up) for a lockdown app I am doing. Does anyone know of a way to make this happen please.

You are in the Programming area. This is area for the guys working in some bizarre languages, and for students who need to do programming assignment and see the "Programming" word :-)
