Allowing scrolling but no alteration of text.

I have a situation where, depending on who is viewing the page, a multi-line textarea object may be disabled. This also disables the scroll bar, but I would like the scroll bar to still be usable where the textarea contents exceed the size of the textarea object.

Just set the text to read-only:

<form>
