Multiple index.html pages

Will creating multiple pages on a web site with a name of the form www.aaa.com/NAME/index.html (where NAME = the text used in the primary menu) improve the ability of search engines to find us.

A competitor is using this very effectively to achieve high ranking.  I think this is a deceptive pratice to be avoided.  Any comments on the use of this technique are welcomed.

Search engines do not publish their algorithums, so its impossible to say for sure.

The technique is quite acceptable though, and presenting the user with URIs of the form:  /foo/ rather then foo.html is more userfriendly as well.

Trying to decipher search engine algorithms is a futile effort.  I'm satisfied to use acceptable techniques and rely of good content to achieve ranking.

Wouldn't multiple URLs of the form /foo/index.html be a maintenance burden?

Assuming page content contains material relevant to foo. Doesn't foo.html, rather than foo/index.html, emphasize relationship between URL and content

No more so then the form /foo.html
