I've got Macromedia Flash MX Pro 2004.

I've found a text effect utility that can export .swf files.

How do I get that .swf file into my .fla presentation in a certain place on the stage on a certain layer?

Try the Help system:  Using Flash/Working with Flash Documents/Multiple Timelines and Levels
Follow the link to the loadMovie() function to see an example of using actionscript to load the desired .swf file and play it at the desired location.

So I have to create a target movie clip that the loaded movie will be sent to?

Yes.  As explained in the loadMovie() example in the help system, the target movie clip is used to set the location of the swf to be loaded and played.
