Windows XP shortcuts (.lnk) broken; many start cmd.exe instead of target

Is there a way to fix broken shortcuts (.lnk files) in Windows XP?  I've found several fixes in Microsoft's knowledge base, but none for XP.

All of this computer's shortcuts start cmd.exe and have the cmd.exe icon, rather than their proper icon.  The file properties for each shortcut file I've checked look fine.

Urdaddie...   I have used System Mechanic (SheharyaarSaahil link) and it works great.  Try the free download, it is fully functional

sramesh2k....  Another cool site link.  Thanks for the fix.  I have recorded it in my toolbox.
