Hard drive cluster probs?

I have a samsung hd SV3064D 30 gbs thats been giving me trouble lately i can't format it in windows and when i format it in Dos it takes a lot longer than usual and ends up not working when i try to install a OS on it it has corrupted files. im pretty sure its the clusters but i cant find a solution that works.  I ve tried scandisk and it wont work even outside of windows on dos. ive tried looking for samsung progs and that didnt work.  i tried looking for a low level format prog and couldnt find one. some one HELP PLZ!!!

First try using the free diagnostic utility from the vendor of your disk to check for problems with the disk.
