Boot CDs arent just an OS on a disc. Special information has to be written to the header of the disc. There are various ways to do it but the easiest is to use Toast and when you burn it, check the "bootable" checkbox.

I have come across two machines that behave the way you are describing. Both had Toast 6 installed. Both failed writing a bootable CD, a Mac OS X Installation CD disc, from a disc image.

OS X disc images will no longer be bootable if the disc image was mounted before burning.
