Outlook 2002 error message

I have a user in Outlook 2002 that keeps getting this error message whenever they start Outlook.
"server-requested Client Action MoveCopy, Unable to create dest msg."

They get this error message even when accessing their Outlook via another computer.

go to start --> run --> outlook.exe and see if it would open outlook
