Create a vcs file from the web

We currently allow users to create apointment in our own web calendar.  We would like to have the ability to create a vcs file so they can add it to their outlook.

How is this done?

Here is an example of the output of a VCS file. Save this to a VCS file, and when you click on it you will see that it adds it to your outlook calendar.
