Central Contact List

We have a network of about 30 PC's all running Oulook (2000 & 2002). Currently each user has their own contacts list. Can anyone sugest an easy way of centralising the contact list so that all users can share them. We do not use Exchange server. Could we have multiple contact folders in Outlook, personal and group addresses?
