Error 0x80040001 during Windows XP Professional Startup

When attempting to start Windows XP Professional, I receive the error message:

A problem is preventing Windows from validating the license for this computer.  Error 0x80040001

Please tell me what this means, and how I can fix it.

Found answer.  For future reference, this is caused by a registry or system file corruption.  The only way to fix this problem is to restore the system using the original system restore discs.
