Inserting and modify Metadata in PDF file

I am trying to find a program that will allow me to add  or modify metadata information in a PDF documents using VB or vb.net, or C#.

When you say "metadata", what exactly do you mean by that? For now I assume that it's the document information fields (e.g. author, title, ...).

You can do this with the full version of Acrobat (using Acrobat's automation interface).

In addition to this, there are a number of 3rd party libraries that allow you to do that. I would recommend the activePDF Toolkit (http://www.activepdf.com/en/Products/Toolkit)

I am using a tool (from Dubblin Corp) that allows me to add additional custom metadata information to the PDF document . I am adding 7 more information fields, I am trying to find a way to automate the task.

There are two places where meta data is stored in a PDF file: As XML, and as document information field. Doing this in XML is a little bit more involved, because you have to go into the "guts" of the PDF, doing this with the document information fields can be done with either Acrobat or e.g. the activePDF toolkit. Even though the document information by default only contains a few fields, if you add new ones, they will automatically become custom fields (and will be displayed as such in e.g. Acrobat 6).
