Mouse incompatibilities with WindowsXP

I recently upgraded my OS to WindowsXP (previously 98).

When I boot my computer up, sometimes my mouse works and either times it doesn't respond at all!
And this is right at the beginning when it says to type in your password, it doesn't respond. Even when I log in (knowing the mouse doesn't work), it still doesn't work.

I've:

-made sure it is plugged in properly
-checked the vendor's website for a driver but with no luck

As I said, it'll sometimes work and sometimes wont, if it doesn't work, I'll always have to reboot again and again until it does respond. This takes about 4 or 5 times.

Buy a new mouse..
