Outlook stops responding when domain controller is re-booted

I have 2 x Exchange 2003 servers (native mode) in my site, when I re-boot my domain controller (Windows2000) for maintenance, Outlook stops responding until the server is back up. Is there a way around it? I have an additional domain controller which is also a backup DNS server.

Just FYI, the reason this is happening is because Exchange needs the GC to run.  If Exchange can't run, Outlook can't run.  If you move to Outlook 2003, it has an offiline mode that allows Outlook to run even though Exchange is not 'available'
