Outlook 2003 Remote Mail does not delete headers if you select Delete from Server option (since upgrade from Outlook XP)

Since I upgraded from Outlook XP to Outlook 2003, Outlook does not seem to delete headers that I have deleted using remote mail.  I download them by pointing at the e-mail account and clicking 'download inbox headers'.  Then I delete them (with the Delete key or open and select delete option) and they are shown flagged as to be deleted.  When I click 'process Inbox headers'  the headers disapear from my Inbox but they do not get deleted from the POP3 server.  Settings are as before I upgraded from Outlook XP when they did get deleted (i.e., do not leave a copy on the server)

Any ideas?
