Have to hit shutdown twice

I have a problem with. When I click
shutdown or reboot the PC goes through the process of
trying to shutdown but I have to do click shutdown again
for it to take effect.
I heard it might be a problem with Legacy drivers but when i go to device manager the disable or unistall feature is not present.
any help would be appreciated Thanks

What PC do you have? I had the same problem with my Pcakard Bell iMedia 5094, and traced the problem to the BIOS.
Otherwise, it might be that your PC is running rather slow and not paying much attention to you.

Its an Athlon xp 2600
I only started having this problem after I connected a slave drive and reformatted it with winxp...
Have you tried any of the other recommendations..?

Have you the correct drivers for your slave drive?

It might be a good idea to see if you can get some updated drivers from the manufacturer's website.

Who is the manufacturer?

I've seen this problem as well. Another thing to check:all calls to the registry upon startup are issued twice
