When we start in NORMAL after the "Welcome to Windows splash screen the system completely locks curser whith hour glass just freezes even CTRL+ALT delete will not restart the computer, so we have to hit either the warm boot reset of turn if of to get in unfrozen just to do it all over again if we try to start in normal, we can start successfully if we start in diagnosatic mode in config sys, it won't load the splash part we get right to the desktop but can't see cd rom, any ideas?

Please help, or he's going to undo all we accomplished so far!!!

Presuming this is Win98 you are using, try to find out whether or not it is running in MS-DOS compatibility mode. If so reinstalling Windows does fix this.

I had the same problem recently with a clone ATI Radeon 7000 and 9000 video card. I ended up having to return the cards and go for a more "faithful" ATI clone card. Any chance you've upgraded your video card lately? That will definitely have the effect you are describing.

Also note: IF you have a Western Digital hard drive, it has TWO "master" jumper positions, and you MUST know which position you are using. One is just plain "master" (with a slave device) and the other is "master with no slave device". If you have this condition, it, too, will cause the problem you have AND obscure the CD-ROM drive. Plus, it will take a LONG time to boot the system.
