Limited bandwidth access to specific programs, Windows XP, DSL through a hub/router

Greetings!

Quick, and hopefully easy, question for you experts!

As many people know, there are certain programs you can run which eat up all of your computer's available bandwidth.  Kazaa, for example.  Now I don't use this program personally, but I do play a lot of computer games.  The problem is, my roommates DO use it.  And they have a bad habit of leaving it on all day and all night.

We are currently on a DSL connection, with all three computers connected via a basic hub.  We have access to a router, but I'm not sure that will be enough to fix this.  What I want to do is somehow give specific programs limited access to bandwidth, OR give each computer its own percentage.

Or if there's another solution, basically I want it so regardless of what my roommates are doing, I can still play games at full speed.  I don't need to be able to transfer 200k/s, I just need enough that I can play FFXI and Battlefield without having 1000-2000 ping because my roommates like anime.
