AS400 V4R5.  The Emulator for Window 2K and XP minimizes on start up or gives Internal Liscense Error.

I work a Help Desk with about 600 users.  Of those about a handful, 20 or so, keep getting one of two errors when starting the emulator in Windows 2K or XP (Client Access Express).  The error is either:
A:  The user opens up the first Session and it flashes the customize page then automatically minimizes.  It can be maximized or opened after that.  The only thing to do is open another session which also minimizes.  This continues for another session or two, until one finally does open and gives a "Customization Box is already open" error.  If you close the error and use the toolbar to connect it will connect and the user can work but every session after that gives the same "already open error"
B:  The user can open the first Session - no problem - but the second session gives an internal liscense error and can not be opened and no other session after that can be opened.

Again it is only a few users and that can work eventually but you can see how nerve wrecking this is for them and us.  Any help would be appreciated and I can find an answer in the Knowledge base.  Thank you in advance.
