Limit input into a table's cell

I am outputting data into a table from my database and in one particular cell the text (a comment) can get quite lengthy.  What is the best approach to take to limit the amount of text in a particular cell and then provide a link in the same cell that would allow the user to go to a separate page to read the entire comment? Should I use a <cfif> and count the number of characters of text before adding the link or is there a cell property I should be using?
