Setup Exchange to block a Group of users to send mail to internet .

Hi,
  I have upgraded  2 Exchange 5.5 servers runnning (setup one for internal use and one for external use ) to one exchange 2003 (setup to fuction as internal and external ).
  All the setup went smooth and the problem i have was i would like to block a group of internal users to send mail to out side world .
  New exchange server is configured with smtp ,x.400 and pop3
  I would also like to know if there is any chance of having diffrent email for internal and external users .
