Outlook can't establish a network connection but sends OK

Upon upgrading to OfficeXP from Office2000, Outlook picked up mail from the ISP's server the first time it was run.  Since then, no new messages arrive but outgoing leave just fine.  Using the 'test account settings' in the 'email accounts' section, I found that Outlook complains 'unable to establish network connection'.  However, Internet Explorer browses the internet just fine.  The ping command returns a proper response from the ISP's pop server.  The settings for the mail server were inherited from the upgraded version of Outlook and check against another computer in the same office.  So why is one Outlook unable to establish a network connection to get mail when it sends just fine and the other four computers can do both?  The settings are all the same!  I even tried a spare network adapter and it still doesn't work, also tried removing from and rejoining the domain just for fun.

In case it's relevant, the PC in question runs XP Pro and the domain is Win2000.  The mail comes from a POP/SMTP server at the ISP; there is no local server intercepting the mail.  All XP and OfficeXP service packs and patches have been applied.  This was third of four PCs upgraded from Win2k/Office2k in the exact same manner; all the others worked perfectly.

This is the executive director's computer and he wants his incoming mails ASAP.  I will respond to any suggestions and followup questions within minutes.

Has everything been working ok when you had outlook 2000 ?

Did you try recreating the account again (deleting the existing email account) and testing that ?

Do you have other issues in outlook apart from this issue ?

When you send and receive , you get this "unable to establish network connection" .apart from that do you get
any  0x8****** error number ? If yes post it here

Make sure you have disabled firewall and any Anti-virus software before trying to receive an email

Make sure your incoming mail server is fine. Confirm from your ISP that it has not been changed

Yes, I can log on to the ISP's web mail so the account is working.

There are no errors from Outlook other than:
Task:
Establish network connection:  FAILED

and in the error details tab it tells me to check the network connections.  It is set to use the LAN settings, which work for sending mail as well as Internet explorer.

Yes, I tried making another account as well as the default.
No, no problems back when it had Win2000/Outlook2000.  As mentioned, after the upgrade it got a batch of mail that was held during the upgrade process.

No, never heard of it.  And since that checks for browser plug-ins, I don't see the relevance to Outlook.  I prefer not to install random utilities.  Adaware, which I am willing to use, does not find anything on the computer in question.

Do you have a chance of having the same mail account information in a different computer having office xp and testing if you are able to receive emails

Can you change the way you connect to internet in your present computer , ie using dialup instead of LAN
You could try clicking Help/Detect and Repair (only takes a few moments).  Not sure that would be the problem, but may be worth a shot.

Additionally, there may be something amiss in the TCP/Winsock stack.. try resetting them

 Start->Run->CMD <enter>
 at the prompt, type:

 netsh int ip reset c:\resetlog.txt <enter>

Winsockfix:
 Download and run the following:
 http://members.shaw.ca/techcd/VB_Projects/WinsockFix.zip
netsh reset did not help.

The test tasks that Outlook performs are:
Establish network connection
Find outgoing mail server
Find incoming mail server
Log on to incoming mail server
Send test email

It is the first of these, establishing a network connection, that does not work.  At that point the testing stops and it doesn't bother to try the others.  It is not a case of the account name/password/whatever.  Internet Explorer and local network browse without problem.  Outlook is the only thing that cannot find the network.
Try disabling XP's ICF (Firewall) if enabled, at least for testing...
Any other firewall or virus software installed?  Disable for testing (Start->Run->MSCONFIG) - remove all item checks from Startup tab and disable all non-MS services.  Reboot and see if the same problem occurs.
Well, I've imported all the settings and old messages to Outlook Express, which gets the mail from the ISP just fine.  Will uninstall and reinstall regular Outlook some other day to see if that will get it working.  Emergency over; thanks for the attempts to help.
If the mail accounts works fine in outlook 2000 and in outlook express , there is no issue in that .
There is something problematic in your outlook xp that is causing this.

Once you completely remove outlook xp and reinstall it , donot install any new add-ins
Disable firewall and any anti-virus and check if it would work ..

Hi,
I had this problem.  It occurred when my ISP decided it was going to force its clients to authenticate to its SMTP servers.  By putting a tick in 'my SMTP server requires authentication' the problem was cured.

I also had this same problem today.  In addition to the outlook problem, I also had acrobat doing the same thing.  While trying to open some pdf's it would say I needed to be connected to internet.  To solve this problem, recreate your network.  Start, My Network Places, Setup Home or Small Office network.  This solved my problem.  Hope this helps anyone else who came here looking for answers to this problem like I did.
