You can also (fast) download it here:

This command for extract works but the name of the file is vnetbios.vxd and is located in NET9.CAB on the Windows 98 2cnd edition CD.

Vnetbios.vxd file is important file for network. If you are not in network you can remove that error message at startup.
for this.
1.) click on start -- run --- regedit
2) after opening the registry editor, press ctrl + F key at once and type vnetbios.vxd and search. Delete all the registry key with vnetbios.vxd name.
3) restart the computer and see the magic, there will not the error message with vnetbios.vxd file missing.
4) Don't try if you are in network. for this condition, search vnetbios.vxd in c:\windows\system or c:\windows\system32 in another computer with windows 98. See the original location and paste on your computer on same location.
