Choose File - Open, select the package file (*.dpk), when the package window appears, click compile, then install

You should now have installed the package on your component pallette

When your package window is up, before you click the compile or install buttons, right click on "Requires" in the files list, choose add, then browse to your VCL.dcp file.

Oh, I believe the VCL.dcp file is located in the  /Lib folder
