I need a Proxy Server

My long search for proxy servers  lead me to a couple of good proxy servers such as MS ISA and Wingate and CCProxy. I really liked Wingate. It is powerful and simple. But they all lack what I needed a proxy server for in the first place; to limit access to the Internet for the kids. See, I have a home network connected to the Internet through MS ICS. The only problem is that the kids stay on the Internet for hours everyday. I need to limit their Internet access. All the proxy servers I examined have connection hours, but they all limit the connection through a time window, i.e. from 5 to 7p.m.. What I need is to limit the access by time slice and NOT a time window, i.e. 2 hours a day max regardless of what time a day. If there is a proxy server with such feature, please let me know about it.
Thank you.
