Cannot open mailboxes after exchange 5.5 recovery

I had my server crash.  I had installed exchange 5.5 SP4 on a new server (winnt 4.0 SP6).  I had transferred the pri and pub databases and I am able to view the exhange user accounts in exchange administrator.  All exchange services start with no problem however users are not able to access there accounts.  They get an error message that they do not have permission to log on there account.  Any ideas what may be causing this?.  The Original server was the PDC with exchange.  After the server crashed I promoted my BDC to the PDC.  Now the new server with exchange is just a server on the network.  Could this have something to do with the problem?
