How to get text shown when the mouse moves over a part of a picture?

How do I firtst mark a part of a picture? Do I use the polygonal hotspot tool? When the mouse moves over this area I want a text be shown. How do I do this?
It's a photo of some people that I have and I want their name to show when you move the mouse over them.
I use MS FrontPage 2002.

When creating the link using the hotspott tool, you will be asked to create the hyperlink.  Use the screen tip in this window - it will add the text as you wish.
