Roaming profiles works only if user is an 'Administrator'

All of our XP users have their profiles stored on our NT 4.0 Server (e.g. \\server\john).  Secondly, I make an entry for all of our XP users in their respective User Profile Path (e.g., \\server\john) in User Manager for Domains on our NT Server.  All XP Users log onto their respective PC's via our NT Domain.  My intent is for each XP user to access his/her desktop, startup items, printers, etc., regardless of which XP machine they log onto.
The only way I can get this concept to work is to setup the user as an 'Administrator'; which I prefer not to do.  I am assuming there is a setting somewhere in Local or Group policies that is causing the problem.

I would appreciate any assistance or suggestions.
